Operational Purpose & Edge Invariants

Ensures compliance with USATF, UCI, and FIA timing integrity rules. Whenever an official manually overrides a competitor's split time, validates a questionable time, or issues a disqualification, the previous and new states are captured as immutable JSON with author ID and mandatory change reason.
